I'm no expert on this, but I can say my radio connected to a netgear ethernet over powerline works flawlessly. The units are maybe 5 or 6 years old. Also, by circuit, if you mean the outlets are on the same circuit breaker, at least in my case this is not required. My ethernet power unit is plugged into an entirely different circuit than the ethernet power unit near the radio. I think the way your house is wired does have something to do with all this. But certainly worth trying.
