Jim's discription and diagram is the typical wiring in the US. To add a bit more info, the typical circuit breaker has two rails, one for each of the two hot 120v feeds. The electrian will balance the load in the home between the two rails (120v feeds). There is also a skinny breaker which will feed two circuits from the same rail. If you look at a 240 v circuit it will have a little bridge that connects them together. Thus it is not very easy to determine the power line ethernet adpater is on the same hot feed.
