This list is right. I'd also add * proper namespacing - cms::user, cms::user_controller, etc.. Users frequently want to combine two app.s into their own (e.g. a shopping cart + a cms) and namespacing from the start would solve that problem. * a loose component system - e.g. if you don't like how pages are handled by one extension, you should be able to use another. * simple permissioning - roles. I'd also re-emphasize the admin UI.. It sounds obvious, but you want something flexible enough to let devs add their own admin tabs easily; a number of CMS' don't get this right. It should be as simple as adding, for example, a controller which inherits or mixes in from an Admin controller and can be assigned its own tab region in the UI (for an ad hoc example).
