I believe the devotion that is refered to states the fact that a $20 bill is worth $20 no matter what it looks like or how much it has been defaced by circumstances, I've never turned down a crumpled $20 bill when given as change and sure wouldn't pass one up if I saw it laying on the street.
Just like our soul...God sees it as having the same value no matter what has happened to us or how much we have rejected Him...He gave His life to save our life.
The $20 was just a visual tool to get across a spiritual truth.
