Yes he does, and praise the Lord for it! It was about time. For too long we 
have run Royal Rangers on a shoe string budget with a very limited staff. 
We are finally starting to have the staffing levels that a program/ministry 
of our size needs to truly be effective. Now I can only dream of the day 
when our districts will start having full-time staffs (not just a full-time 
district commander . . . even though that is a dream for most of us too).

Let's get some facts straight. I just checked with Brian Hendrickson. There 
is NO TRUTH to the rumor that GPH will stop making the RR emblem. They will 
be needed for the vests, the red shirts (can't embroider them on those 
shirts), and the dress khaki uniforms. Thus, there is NO TRUTH to the rumor 
that everyone will have to purchase their uniforms from GPH. For me 
personally, that is a very good thing, as I require extra tall uniforms 
which GPH does not carry.

Now, charter fees. Charter fees had not increased since 1990 or 1991 . . . 
I bet most everyone's income has increased since then. The "cost of living" 
sure has! Costs for High Adventure and postage to ship them to you 
certainly have increased. How are these increased costs to be covered? 
Brian Hendrickson made a brief presentation at National Council about the 
increase in cost of living from 1990 to 2002. The charter fee increase was 
designed to catch us up with that increased cost of living.

The new national fee structure is $8 for boys, $10 for leaders. If you are 
asked to pay more than that, your district is charging the difference to 
help fund their part of the ministry. And keep in mind that districts need 
a source of income too, so tacking an extra charge on the charter fees is 
not a bad thing. Just don't blame the national RR office for the entire 
amount that you are asked to pay.

It takes money to run an effective ministry. If not from charter fees for 
Royal Rangers, then from where? Note: Royal Rangers do not receive any 
money from the sales of GPH items (Source: National Executive Committee 
meeting, March, 2002). If not from sources like GPH for the A/G 
headquarters, then from where?

That's quite a stretch, comparing the A/G to Enron. Enron was involved in 
shady (and very likely illegal) business practices, and it appears that 
some of their high-level employees may be heading to jail 
(http://www.truthout.org/docs_01/02.22G.Enron.Jail.htm). Do you truly mean 
to compare the leadership of the A/G to Enron's? I hope not. But it would 
sure be interesting to see your sources for this charge.

I'm beginning to sound like a broken record, but if there are things in 
Royal Rangers that you don't like, work through your district leadership to 
get them changed. And if there are things in the A/G that you don't like, 
work through your pastor. Of course, for this to be most effective, you 
need to make sure your church pays your pastor's way to General Council so 
he can directly represent you and your views at this important meeting.
