It is part of the Ranger Basics LTA.  So I would say yes they require it.
 Is is manditory that everyone have it..not inforceable.  It is a GREAT
IDEA to have all trained in it and should be.

As a Sectional Commander I don't have that stipulation on help.  I do ask
that they are alive...grin!
