The Modules were not done "in-house" per se... though they are all being finalized and approved "inhouse" ...
 
The modules were written by hundreds of commanders across the nation and submitted to an outside source for compiling.
 
As you might imagine, coming from so many sources meant that the formats and styles were vastly different, so the outside source had to do LOTS of work to make them all standardized in both format and content.. as well as making sure the modules fit the guidelines, policies and grammatical propriety needed prior to sending to the printers.
 
Some modules turned out to be too much, and they were split into separate modules... (all the same process with the merits too).
 
Hat's off to our brother Ranger over at Baylor University for doing such an outstanding job of keeping it all straight!

ONE slight correction the hang up is NOT GPH, but rather at the National Office, which I can't figure out.  I agree they are great guys, as I know two of them personally and know their heart is in the ministry.
 
We went back to train on the new modules & between the other instructor that went with me, we are able to teach 5 of the 15, right here in our section.  BUT with no PowerPoint, that is a little hard to do.
 
Getting up on my soap box, they should have had the instructors get the materials in early enough to get things out in our hands in March.  I know at least one of the classes I took the written materials were only finished on Monday & the PowerPoint was still being worked over on Thursday.
 
I STILL say this should have been farmed out to a outside vendor if they couldn't handle the load.  It is often as cheap to do so than to do it in house and a whole lot faster.
