If it holds to Rich's original concept back in 1998, when he introduced
it to us at the All Commanders Conference in NCN, It's definitely
designed to let boys jump in on the subject the Outpost is currently
working on, so that the Commander doesn't have to continually switch
gears and back track when new boys join in.  The boys who miss one
particular subject will just catch that subject on the next trip around
the circle.

At least, that's the way it appears to have been designed.  I'm not sure

how all that works in practice because of the way the material is 
organized.  It appears to be badge specific on a quarter by quarter
basis, 
which is not how it was originally explained...  I'm seeing the same
thing 
in the Discovery Ranger material...
