Noel, it is policy in Tennessee that no Buckaroo's are allowed at
Powwow. My outpost requires a parent ( ie. Dad ) be present in order for
a Buckaroo to go on a campout. I was taught at NTC that they are
considered too young to be out overnight without parents.
        I want the parent present there to handle any situation such as homesick
etc.
