I just cut or rip an old tee-shirt into pieces about 2 - 3 inches, then I
place them into a can with a tin lid - a shoe shine can works or you can get
something bigger (can must have a small hole on the top.  Place the can into
a camp fire and wait until you see smoke coming out of the hole, then wait
until the smoke stops, then take it out of the fire but don't open it for
about 5 - 10 min.
You should have some nice char after that and it should hold a spark every time.
