Lord Baden-Powell was originally an officer in the Boys' Brigade and took a
lot of his ideas from it. However, it was a bit too working class for him
and he wanted an organization where the middle/upper class boys would lead
and the lower classes would be the members. He saw both organizations as a
way of instilling English public school values into the lower classes. Also,
because of the British Empire, Scouting was introduced into a lot of
countries whose religion was not Christian and the rules became that there
had to be some religious affiliation of the troop.
