I don't know how your system works with your boys but what I have learned
from my experience is that you shouldn't have too many points. We once had a
system in which you could gain several points in one meeting for stuff like
uniform, behaviour, bringing your bible etc. One weak point in that system
was that boys who missed one or two meetings lost interest in gainig points
because they were already so far behind that they had no possibility to win.
The other point was that it is very much work for the commanders (depends on
how many boys you've got).
What we are doing now is the following system:
Normally you can earn one point for attending the meeting in a clean and
orderly uniform (with the latest patches sewed on it etc.). This is the only
regular point you will gain at one meeting.
Then there are many possibilities to gain extra points. If you bring a
friend to RR you'll get an extra point. Setting up a game for the whole
outpost brings you an exta point. The same with completing an advancement.
You can also get an extra point for having learnt the last two bible verses.
If you are the winner of the quiz we're having at each meeting (esp. for
those who come early) you will also gain one extra point.
If you meet all the requirements for the attendance point there are only two
possiblities left how you could lose it: The first one is what you would
call a demerit strike. The second one is: if you are in the "service team"
that has to clean the rooms after the meeting and you quit without helping
the other rangers of your team you will lose it, too.
The effect was that our rangers are really eager now to gain extra points
because they know that even if they missed some meeting(s) they might
probably have the possibility to be the winner anyway.
To avoid that it's always the same person who wins we have introduced one
more thing. We have a Ranger of the Year in each patrol. Those who have won
the last Ranger of the Year do not take part in the new competition but they
compete against the other patrol's R.o.t.Y.s.

We're having the same with advancements. We have some activities that
require certain advancements. New kids wanting to go to pow-wow should at
least have completed their "Aufnahmepr�fung" (this is the advancement
required for becoming a RR and being allowed to wear a uniform. Is it the
same as "recruit rating"?) about two or three months before the campout.
