This is my thought on your question.

Campers need to have basic skills in order to even enjoy camping.  While I
agree that there are tremendous opportunities to introduce a boy to Christ
while camping, I refuse to take an untrained camper along.  They won't have
a good time and could ruin it for the other boys.  And if they aren't
having fun the chances of serious spiritual progress are slim to none.  

Pow-wow can be a different story.  Often there are modern facilities
available and commanders can make great efforts to keep the boys
comfortable.  In my experience Pow-wow is like "summer camp in tents"
especially if you have an excellent cook along.  :)  In further
consideration I don't think I would keep a boy away from pow-wow due to
lack of experience.
