Mike,

I think you have put forth a tremendous idea and I commend you for it.  My
boys need to meet certain criteria to go to pow-wow/camp but is is nowhere
near as developed as what you just proposed.  After reading your note I am
seriously thinking of integrating a similar system into my church's outpost
next fall.  

BTW, I like the idea of having a point scale that is based on 130 points
instead of 100.  Why?  If a child earns 69 points one night (an admirable
ammount) they could see that as an "F" on their "report card".

Anyhow, my boys only need to advance in order to go to camp.  Each year I
expect my boys to advance two levels.  After that they can go to summer
powows and our "big trip" in June.  If boys have not had the opportunity to
advance (e.g. we didn't have a recent camping trip and they need to cook a
meal) then they are expected to advance while on the trip.  

We have events to build interest throughout the year but I see a great
advantage in a system of continuous reinforcement like you propose.  I
think it'll work, go for it!
