This works well.
Get a Estes Rocket Laucher kit.  Cost is about 10 dollars and batteries
and a few igniters.

Bury a phone wire just under the ground to the council fire.  Twist one
Rocket ignighter  to the Red and Green wires and another Rocket igniter
to the yellow and black wires.  Carefully put masking tape to insulate
the wires from shorting out. Then put  ignigters in a dry cotton ball and
place them in a small paper sack where air can get to it.  Build your
normal council fire and place this paper sack just under the top part
with the wire running up to it but out of site.  Then soak your council
fire with lamp oil as is normal but avoid the paper sack and a very small
cup of white gas poured over the small sack will give it a woof. when the
other commander with the rocket laucher key and ignition switch set it
off at your command.
Test this configuration out away from others before you use it.  White
GAS is extreemly flamable.  

I wished I had another source for the Woof part!

Variations for ignighter are:  Steel Wool wrapped in Cotton ball with the
REd and Green wires in it.  I have seen 12 volt light bulbs used with a
small amout of black powder and oxgen tablets but that is another story.
