I can't speak to all the points you mentioned but I can tell you some of the
things I've seen or heard of.
I think one of the best ways to stimulate interest in RR in & out of the
church is to be seen doing good things & interesting things. If RR is holed
up in some otherwise unused corner of the church building, out of sight, out
of mind, it WILL stagnate & die. This is one reason that RR literature tells
us to do things like have a council of achievement before the whole church
in which the boys & the leaders are presented w/ their awards. Also try RR
sundays in which the men & boys all wear their uniforms to church & perhaps
the Sr. Cdr. or someone gives a short presentation about what the RR are
doing, planning, etc. (Good time to announce a need for leaders or for guest
speakers for meetings.)
If getting committments from people to be leaders is tough, try asking
people w/ skills of interest to the boys to be guest speakers for one or a
few meetings. Sometimes the guest speaker will catch the RR vision & become
a leader.
Make sure your FCF boys & men are visible; visible doing things of service.
If you have few or no FCF members, drum up some interest. Part of FCF's
purpose is to promote RR. FCF is what got me involved in RR.
Involving family for leaders can be as simple as meeting once a month or so
for some fun & fellowship (read volleyball & potluck). In some districts the
FCF guys put on family traces (aside from the regular FCF business
meetings). Last year in our district one leader put together a cdrs' float
trip down the Missouri for leaders & their wives.
Aids & materials abound to help the leader do a better job. Check out
http://www.rangerdj.com. Consult the various manuals, etc. that GPH puts
out. BSA still has some great ideas.
Ultimately it comes down to: if you see a need, find a way to meet it.
