Imagine that the self proclaimed winner was not in favor of counting over
10,000 legal votes and one or more of his supporters filled in ballots in
support of him which is against the law but the self-proclaimed winner has
said nothing of throwing out 15,000 or more of these illegal votes.  Of
course if he were to support this action, he would no longer be the
self-proclaimed dictator for 4 years.

The only way to tell who won is to count ALL the legal votes, by hand if
necessary.
