Well, let me preface this by saying first I think you may have somewhat
misunderstood me.

I am of course careful in being alone with children, any children.  We have
in the past taken young ladies into our home, who had been kicked out of
their homes because they were pregnant or occasionally because teenage angst
and adults feeling at their wits end had caused them to be kicked out.  When
we have done this, mostly to protect my husband we have told these girls yes
you can stay with us provided: (i) you follow the rules of the house (not
going into them in the post); (ii) if we are in church, you are in church
(iii) your parents sign a document stating that they are fully aware of
where and with whom you are staying, that we have the right to obtain
medical care, if necessary, and to help with any school counseling that
could possibly arise; and (iv) before they leave our home there will be a
group session involving the young lady, her parent(s) and ourselves where
everyone is free to say what they feel they need to say including ourselves
we tell them what we have seen as third-party mediators so-to-speak.  

In light of that I use the same caution with our boys and any children.  I
know I represent more than just myself.  I am not saying fly by the seat of
your pants, come whatever may.  I am very professional in how I am around
children if for no other reason than I have been involved in a RR OP that
had 11 boys who had been sexually abused, one of which was abused by one of
the other boys in the OP in the bathroom in the church!  You can't imagine
how cautious I am!  

However, in the context of the original post, he said he offered to buy him
lunch, that would imply a public local, would it not, where all is visible
and in the open?  I repeat myself if the HOLY SPIRIT is leading you it won't
be down the wrong path.

It is much better to back off a knotch on the
desire to personaly "minister" to a youth untill
you are sure you have 2 deep leadership in place.

The act of waiting untill another can stand as
a whitness is prudent, even under the power of the
Holy Spirit, when one is an Adult and the other is
under 18!

The "Touch" you give in prayer may not be recieved
in the same "spirit" by the boy. If this prevents
you from acting in freedom, then understand that
you represent all Commanders, and an organizational
structure to the boy.  Your role as a Ranger leader
requires some decorum of professionalisum.
