Well. let me just share my own little expriance.

I didn't join the boy scouts because my family didn't have the money. 
 I didn't play football/soccer/basketball all becuase we did not have
the money.  I was not even aware of the Royal Rangers then.

I grew up where $20 made the difference if we had enough food for the
week or not.  Food stamps/Gov't assitance is NOT enough.  and I didn't
grow up years ago. I'm barly grown as it is, I graduated high school
only 3 years ago.

So asking the parents to pay $100 up front and they get the money back
if the kids sell enough wouldn't work well.
