I heard on one national radio talk show that when the host was younger and 
visited he got his magazine taken away as pages turning were too loud and his 
brother had to spit out his gum. This wasn't even during a SOTU, it was just 
during a normal session. Congress probably passed that rule to keep the place 
respectful.
