I think the point he was making is that it wrote a file into the *root*
directory, not the root partition which would be normal. ie, normally, for
me at least, this file is in /usr/lib/perl/5.6.1/<etc>.... whereas his file
was in the root directory.

Perhaps if Gary could look at the contents of the file, and if razor was the
only install that wrote into it, then there is a bug in razor, if all the
other modules wrote into it as well, then there is a more general problem on
his system...
