I have been hoping some kind soul would code up a process to
automatically learn and for the purpose of spam filtering ignore the
automatically added footers.  I say for the purpose of spam filtering
since I think they should still be made visible on the list as a
global setting.  Okay if a user individually configures their mailer
to hide those.

Agreed.  And it also contains the unsubscribe information.  Lists
without that are swamped by people trying to get off of the list.  I
believe having that information in the footer does help reduce the
noise.
