"Spam" is in the eye of the receiver.

Looking at http://action.eff.org/subscribe/, it seems quite easy to
subscribe someone to the Effector mailing list.  Just fill in an email
address and some bogus info, and hit "Subscribe".  Non?

If someone did that to me, I would consider anything sent to me by the EFF
as Spam.
