I send another message from my hotmail account with the subject "spam" and it
still won't flag the message as spam. Can anyone help me figure out what I did wrong?
Razor doesn't care what the subject is; it only checks the message body.
Take a message that you know is spam (such as the sample from the SA tarball), check to see if Razor recognizes it on its own (using razor-check -d) , then try sending it to yourself. Remember that the default scores in SpamAssassin are not enough for Razor alone to push it over the threshold, so if the message doesn't trip enough other rules, you may need to call spamassassin -t on the saved message in order to see if the RAZOR2_CHECK rule showed up.
