Which is exactly what we do. In this case, the domain was not evaluated
correctly (after a certain number of reports) due to a bug.  If it were,
it would have been contested a while ago.

In that case, it would seem the best practice would be to let 
the weight of the reports rule the day, with no outside
intervention.
