I believe you must own it to join... I tried and could not until I bought at least one copy. I did find it very disconcerting to not have the same volume of information available to me since this list got slower and slower. Even though I didn't have RB7, it would have been very interesting to learn what I could, (nevermind now being able to search my email archives for answers).
