One area to check is:

Local area connection
General tab
(Speed should say 100Mbps or higher. This is not actual, just the nominal setting)


Then Properties
Configure for the NIC card
Advanced tab
Click on Speed & Duplex

Normally this is set to Auto, but make sure the slow PC is set the same as the others. (should be the same except in the case of significantly different hardware.)

You can always copy and time a large file between the server on a fast PC and then the slow one. If a difference is seen here, then it is definitely not Rbase related. Does not fix the problem, but at least reduces the pool of unknowns.
