from server down to local?  Or from one location on server to another?

Copy the file FROM the server TO the workstation and time it.  Then erase the 
server copy and copy the file FROM the workstation TO the server, timing it 
again.  Compare this to the up and down times for copying the same file on a 
"healthy" workstation.  It's important to test both directions because 
sometimes 
only one direction is messed up.

Alternatively, just search for a "Disk Speed Test Utility For Windows" and run 
that against the network drive from a healthy workstation and the one showing 
trouble.  See if the access speeds match up.
