This is what I did:
>From the Explorer I opened an existing form on the design mode and sized the
designer screen about half the width of the session screen.
>From the Explorer I opened the External Form Designer in the new form mode
and sized it about half the width of the session screen.
I placed the two designers side by side on the session screen.
Now, I can select an item(s) on the existing form and copy it to the
clipboard (CTRL-C).
I move the mouse  to the area in the External form where I want the item(s)
located and paste (CTRL-V) the contents of the clipboard to the External
form.
The item(s) are now on the new external form.
Two forms (designers) side by side,  one session moving items back and forth
without any problem.

As I indicated in my original post, this work only when one form is standard
and the other external. To work on two standard or two external forms you
would need two sessions.

Forms side-by-side on the screen in just "one session", No.

Forms side-by-side on the screen as "two sessions", Yes.

Technically, the Form Designer and External Form Designer are two separate
designers. You cannot place them side-by-side. [Alt + Tab] will NOT switch
between two designers with one session. You will have to either use Main
Menu | Windows, or select the appropriate module from the bottom of the
Database Explorer. This could be confusing for a few individuals.

Imagine the instructions and all details when you are trying to simplify
things as much as you can, to help someone!

Using R:BASE eXtreme 9.5 (Build: 9.5.1.10214 or higher), you should be able
to convert any "Variable Form" to an "External Form File", including all
Form EEPs, Menu Bar, Custom Form Actions, Design Actions, with a single
click!
