Karen, If the RBase program is not 32 bit it will not run on a 64 bit version. Dos 2.11 will not run. Even RBase v9.1 for Dos will not run on a 64 bit version of Windows 7.
My windows is version 7 for home and will not run the virtual version that allows 32 bit Windows Xp. I have been running my Dos version on a laptop with Windows XP Professional. I assume the 32 bit version of Windows 7 would run all versions DOS and Windows of RBase. I have no means of testing that assumption as I do not have a 32 bit version of Window & to test with. I have researched the possibility of running a 32 bit virtual machine (VM ware - free version) using My windows XP license but am not technically adept to set it up.
