Power Builder by Sybase is the number one GUI RAD for developing 2-tier and
n-tier enterprise level database/data warehouse applications. It has
built-in native connectivity to every major client-server RDBMS. PB is
Object Oriented, event driven and has a very powerful scripting language.
The IDE is excellent and has a wonderfull debugger. You can go to

Perhaps PB is overkill for their needs?
