Now I must say I am not understanding your issue
My understanding is this:
Copy filename lpt1 works fine in win95,98,me (and of course in 7.1 of
R:Base)

Zip cmd /c is needed in win2k and XP since otherwise the operating
system does not know that it needs to copy to the printer

So my best guess at this point! Try to rephrase your original question
and se if the list can be of assistance

(I can also add that me myself have found my self in similar position
when there was no paper in the printer or the cable was lose or ...) but
I take it for granted that you can print from windows environment!?!?)

I thought 

Zip cmd /c copy filename lpt1

from inside R:Base was exactly the same as 

Copy filename lpt1

from the CMD prompt.  Is that not so?  If not, what
should I type from the command prompt?  I don't want
to be running R:Base, just Start | Run | CMD.EXE.
