An example would be nice.

Using runtime I would just place a reference in the shortcut to an
external file that finds the access level and then calls the correct rba
file.
Using R:compiler I'm not sure what piece of code would  need to be
where.

How about designing an RBA file to handle that?

Using this technique, you have one application (.RBA) that can deploy
various applications, including the option to connect different
databases and then launch the correct database with a form that has menu
options which may or may not appear based on the user's access level.  A
perfect scenario for R:Compiler!
