Emmit, We have had similar experience as you describe via Terminal Services on WIN2K server.
In such cases we have been successful in disabling the server's NIC's, re-enabling them (we have a dual NIC, 2 switch set-up). This process saves us in downtime, but does prevent console messaging from the server until re-boot. Not entirely satisfactory but is preferable to full re-boot in midst of production processes.
