Yes, this will work. The additional clearance of the quick release at the
caliper, plus the quick release at the lever, will give you plenty of
clearance to remove an inflated Ruffy Tuffy. I had this setup on my Romulus
for a while.

However, I eventually got the Bigmouths because they looked nifty. The quick
release on the Bigmouths _alone_ is sufficient to clear a fully inflated
Jack Brown tire on the Romulus's stock Araya rims.

The Bigmouths are only about $10 more than the Cane Creek levers with the
quick release. My personal preference would be to swap the calipers rather
than the levers (I didn't have that choice when I got the levers, because
the Bigmouth calipers didn't exists yet), because the Cane Creek levers are
a little unusual in their shape, and take a little getting used to. If you
find the hoods of the Shimano levers too cramped, then you'll probably like
the Cane Creeks. But if you are comfortable with your handlebar setup, then
go with the Bigmouths.
