I was wondering that too Wayne. In looking at the most recent photos on the blug it appears they've added a lower braze-on a couple inches north of the dropout which I assume would work for a rack stay. This would effectively bring the rack inboard, accounting for the longer stays.
Not sure about the plescher rack. What really would you put in a rat trap? I can see it being handy for a jacket or a u-lock but that stuff can go in the front basket.
