OP here, clarifying a few things: I'm not really concerned about my fitness levels--I go plenty fast on my Mercian superlight. I just wanted to explore the idea of going a bit faster on my dearly beloved Atlantis, which is my preferred bike for many reasons.
As for tires, my personal experience indicates that in general I'm faster on Compasses than Schwalbes, that 35mms are as fast for me as 28s, and that nothing makes me faster than a tailwind blowing up the Hudson. Going to look at a few of the wheelsets that have been mentioned. Won't pull any triggers just yet.
