I've had 2 different Sugino cranks which this happened to. I think the cleaning 
and grease is a great idea. I, however, didn't do that but just put it back on. 
I found that I couldn't get the bolt tight enough with the relatively low 
leverage of the multi tool that I keep on the bike. I had to have a longer, 
shop type allen wrench to get enough torque that it didn't come loose. I think 
Eric's torque wrench would be the best idea. Incidentally, that crank bolt is 
the only bolt I've ever had on a bike that needed that couldn't get enough 
torque with a multi tool.
