Dear Andy,

That is a weird failure. Is the chainstay/dropout/top eye broken or 
something to allow movement in the rear triangle?

Depending on your aesthetic needs, getting a competent framebuilder to 
replace the stay and primer/rattlecan the repair will be the low-rent way 
to get it fixed and back on the road. The paint will be more than the 
repair otherwise.
