Also not lawyer, but looked into this and here's what I'm seeing. The 30%
rate I'm assuming you're seeing for 8714.91.20 applies to Russia, Cuba,
North Korea, and Belarus. For bike frames from Japan, I'd assume they fall
under the Japan special rate since the US and Japan have an existing trade
agreement (pre-global tariff) so the rate for bike frames is 0%, 3.9% worst
case according to that table. Here's where I'm seeing this:

My assumption is there may be a 10% tariff applied with the whole global
tariff thing, but I'm not sure if that applies to individuals vs business
imports or any specifics.

Give Fedex a call: 800-249-2953 (think they're open like 8am-8pm ET) and
have them walk you through the form on the phone, they're helpful. Then ask
to stay on the line after you submit it via docusign to confirm they got
it, and see if they can pass along to the customs agent right then
(getting. this from a reddit thread lol).
