I agree that if it's surface rust than it's no big deal but I would also look into getting it blasted and powdercoated. The headbadges are on there with double stick tape right? If so then it's easy to save and since there is no cream accents on a Rom you won't feel bad doing it. That being said the price would need to be right. Rom's don't sell for too much to begin with and I would look for a substantial discount for the rust.
