Oxalic acid removes rust. It works wonders on steel frames and on other 
steel parts. Dilute it heavily with water and then fill a bowl, a bucket, 
or a kiddie pool, as required. Submerge the parts (or the frame) for 
anywhere from an hour to overnight. 

You can find oxalic in a hardware store or online. It often comes in 
crystal form as wood bleach (example: Savogran). For oxalic acid recipes 
and more bike-geek discussion than you can imagine, Google "Bike Forums

Another treatment that may work well and that is non-toxic and may be safer 
and easier to use:  Evapo-Rust [R] rust remover.  Best of luck!
