Oxalic acid removes rust. It works wonders on steel frames and on other steel parts. Dilute it heavily with water and then fill a bowl, a bucket, or a kiddie pool, as required. Submerge the parts (or the frame) for anywhere from an hour to overnight.
You can find oxalic in a hardware store or online. It often comes in crystal form as wood bleach (example: Savogran).
