If I were building it, I would want the tracks to do most of the work.
 Steering with the front wheels only seems like it would produce a
large turning radius as the tracks tendency would be to go straight.
As they push forward, the front wheels would do a lot of scrubbing
sideways as they try to get traction to make the turn.  Just my theory
anyway...
