I hesitate to contradict a Pittelli but e's a long way away and probably doesn't know where I live so I feel bold enough to say that it really depends on what sort of half-track you're building. Something like the US M3 / M5 series are basically a three axle truck with the rear axle pair replaced by a simple rubber band type track - keep the proportions to scale and I doubt you'll have much trouble steering it with just the front wheels. This probably holds true for the french WWII vehicles ( some captured ones here; http://www.spearhead1944.com/gerpg/gerpics/image10.htm ) which were failry simple beasts and possibly will work for Maultiers ( http://www.autogallery.org.ru/maulties.jpg )too. The real problems start when you look at the classic german vehicles which are more like three quarter tracks than half tracks and, historically, they did use cletrac type steering on the track units to assist in turning although I don't know how much steering input was required before a track was braked or how much braking could be applied.
