That's the solution I would use.  Simple and effective.

Also, you don't really need an active steering mechanism on the wheels. 
The tracks and vehicle dimensions will determine the turning diameter, 
the wheels are just along for the ride and cosmetics.  If you allow the 
wheels to freely pivot between the two extremes (as determined by the 
turning diameter) and attach some light springs, they will naturally go 
to the left, center and right positions depending on how the tracks are 
powered.  That's essentially how the Goer and ZD3000 are steered 
(although the design is backwards) and it works great.
