I would make a nice list of minimum stuff, but it would be rather long, and
it seems many people don't have what I have.

I have:
A drill press
Cordless drills
Corded drills
Bench saw
Saw bench
Skill saw
Jigsaw
Hand saws
And all the other hand tools, etc etc.

I guess you would need:

Clamps
Hand saw
A nice workbench
A steel ruler
Side cutters, pliers, screwdrivers etc.
A pencil
Hammer
Glue
Soldering Iron and related electronics stuff ($15 sort would do)
Sanding block (I like the cork ones)
Sandpaper (80 grit and 200 grit should do, and for painting you'd want some
400 or 800 grit too)
Files
A power drill
A small set of drill bits (2-12 mm, you can buy other necessary ones later)
Nails
Screws
Paint brush
Stanley knife
Adjustable spanner
If you have the money, get a jigsaw.

A hot glue gun can help too, just a dollar store one.

I guess that's a list of the supplies and tools you'd need for a wooden
tank. You could probably cut the list down.
