when you say lead acid, do you mean like car / motor cycle batteries?  if 
so, they don't use them in case of tip overs. they use the SLA's (Sealed Lead 
 Acid) in their tanks.
 
as to your charging problem, (if you have them wired together correctly) it 
 could be one of the batteries is bad.
 
now is this a lead acid battery charge? i have heard that there is a  
difference between a car charge and a SLA charger (don't know about the tech  
part of that)
