Do the batteries charge individually OK from a 12v charger? If so, I'd suspect your 24v charger. Also, 2 amps isn't much. Have you left the batteries on charge over night to see what you get? I have a 24v 6a smart charger and it takes 12 hours or more to fully charge two 18ah batteries wired in series.
