I hate to be blunt here, but do you have any idea how a tracked vehicles 
turn?  It's called differential steering in that one track will spin at a 
different rate than the other which causes the tank to turn one way or the 
other.  In our hobby, this is accomplished by two equally powerful motors, 
one each powering a track (usually through a gear reduction system of some 
kind).  The motors are are controlled by some form of ESC arrangement and 
mixing circuit.  Have you reviewed the various build threads at 
http://www.rctankcombat.com to see how others have built their tanks?
