I agree with Jenny and Deborah's responses, that Cathy's inclination to
consider "Emergency traffic control for responders" as the title proper is the
better way to go. In evaluating title information, I try to take into account
all presentations of the title(s) that are prominent on the resource, in order
to determine which title is the "chief name" and which title is "subordinate".
This touches on one of my "favorite" cataloging pet peeves, which is the
tendency of many catalogers to treat as "other title information" things that
really should be seen as essential parts of the title proper. For example, a
catalog of an art exhibition held in London, with the title treated as:
$a Africa : $b the art of a continent
And the catalog the same exhibition held in New York is treated as:
$a Africa : $b the art of a continent : 100 works of power and
beauty
With only "Africa" as the title proper, the identification the work is severely
limited. This would be *much* more meaningful treated as:
$a Africa, the art of a continent
$a Africa, the art of a continent : $b 100 works of power and
beauty
I think with the requirement in RDA to have distinct authorized access points
for the work, we may have many catalogers coming to understand better the
difference between title proper and other title information. I would really
hate to see this exhibition catalog given an AAP with just "Africa" which will
then by necessity be qualified by a place, or a date, or a publisher, or the
phrase "Exhibition catalog" or whatever--instead of just using simple title
proper "Africa, the art of a continent"...

Hi all,
We are beginning to transition into original cataloging with RDA, but we have
encountered a situation concerning the title proper and other title information.
The title as presented on the title page is:

Emergency traffic control for responders
In the light of RDA's "transcribe it as you see it" theme, how would you
transcribe this title? Would you transcribe all of the title as the title
proper or is there a title proper and other title information? I feel that
"Emergency traffic control for responders" is the title proper, but its
placement on the title page is problematic. If the 2 title segments had been
flipped in sequence, I think there would not have been much question about it.
If you were to transcribe all of the title as the title proper, would you
include the colon as well?
Any thoughts or advice would be greatly appreciated!
